Marion Park, Basin Park and other parks | Reservation of Marion Park & Florence Park Shelters


 

PURPOSE AND DEFINITION:

These regulations have been enacted to preserve and protect Village parks, parkways, recreational facilities and conservancy areas from injury damage or desecration.  The term "parks" refers to all grounds, structures, and watercourses located within designated parks, recreational facilities or conservancy districts in the Village.  This brochure summarizer Section 4-6 of the Code of Ordinances and does not replace any additional stipulations within the Code Section. 

SPECIFIC REGULATIONS:

1. Littering Prohibited.  You may not litter, dump or deposit rubbish, refuse, earth or other material in any park. 

2. Sound Devices.  You may not operate of play any amplifying system unless you first obtain specific authority from the Village Board. 

3. Pets.  Dogs are prohibited in Village Parks. 

4. Bill Posting.  You may not post, paste, fasten, paint, or attach any placard, bill, notice, sign or advertising matter upon any structure, tree or other natural object in any park.  Park regulations and other signs authorized by the Village Board are expected. 

5. Throwing Stones and Missiles Prohibited.  You may not throw stones or other missiles in or into any park. 

6. Removal of Park Equipment Prohibited.  You may not remove benches, seats, tables or other park equipment from any park, unless authorized by the Village Administrator. 

7. Trapping.  No trapping is allowed in any park unless specific written authority is first obtained from the Village Board. 

8. Making of Fires.  Fires are allowed only in personal grills or designated fireplaces.  Personal grills may be used only in designated picnic area and are permitted only so long as lawns and vegetation are not endangered.  Unburned fuel and ashes must be disposed of in such a manner as to prevent fire or damage to any park property. 

9. Protection of Park Property.  No one may kill, injure or disturb or attempt to injure, or disturb waterfowl, birds or animals, wild or domestic, within any park.  You may not in any manner, injure, deface, write upon or ill use any tree, shrub, flower, flower bed, turf, soil, sand, fountain, ornament, building, structure, apparatus, bench, table, official notice, sign or other property within any park or any of the facilities of the municipal swimming pool.  This prohibition includes climbing trees, picking flowers or parts of shrubs, and digging in the ground or flowerbeds. 

10. Beverage Bottles.  Glass beverage bottles are prohibited in parks. 

11. Traffic Regulations.  The speed limit for operating vehicles within park boundaries is 15 M.P.H. unless posted.  The speed limit for the VFW Park is 10 m.p.h.  Parking is allowed only in designated parking areas. 

12. Golf.  You may not golf or hit any golf balls in a Village Park. 

 

MARION PARK, BASIN PARK AND OTHER PARKS

1. It is unlawful for any vehicles (licensed or unlicensed) with the exception of bicycles, firefighting equipment and authorized municipal vehicles to enter Marion park, Basin Park and other parks except for designated parking areas. 

2. Dogs are prohibited at all times. 

3. Parks shall close from 11:00 p.m. to 7:00 a.m.  The VFW Park is closed from 11:00 p.m. to 5:00 a.m. 

4. Overnight camping is allowed only in the VFW park and only from 6:00 p.m. on the Friday before Memorial Day until 6:00 p.m. on the last day of October of each year, and for no longer that a seven (7) day period.

RESERVATION OF MARION PARK & FLORENCE PARK SHELTERS

POLICY ON RESERVATION.

The Village owned parks and park facilities and shelter areas in Marion Park and Florence Park are primarily for the nonexclusive use of the residents and visitors of the Village.  However, under proper circumstances, exclusive use of the Marion Park and Florence Park shelters may be permitted. 

RESERVATION OF MARION PARK & FLORENCE PARK SHELTERS.

Anyone may reserve the use of Marion Park and Florence Park shelters by a written application filed with the Village Administrator.  The Administrator issues permits for exclusive use of a Marion Park and Florence Park shelters.

 APPLICATION.

Applications shall be filed with the Village Administrator at least three (3) days prior to the date on which a Marion Park or Florence Park Shelter is to be used. 

An Application many be filed after January 1 of the year of the requested reservation.  Each application must specify the following information regarding the proposed exclusive use:

1. The names, address, and telephone number of the applicant.  

2. If the exclusive use is proposed for a group, firm, organization, partnership or corporation, the name, address, and telephone number of the headquarters of the same, and responsible and authorized heads of partners of the same. 

3.The name, address and telephone number of the person who will be responsible for the use of the Marion Park and Florence Park Shelters. 

4. The date when the use is requested and the hours of the proposed use. 

5. The anticipated number of persons to use the Marion park or Florence Park Shelters. 

6. Any additional information, which the Village Board finds reasonably necessary to a fair determination as to whether, a permit should be issued. 

PAYMENT.

All applications for reservation of Marion Park or Florence Park shelters shall pay, with the application, a nonrefundable fee of $25.00 per shelter. 

DENIAL OF APPLICATION.

Applications may be denied for any of the following reasons: 

1. If it is a use which would involve a violation of Federal or State law or any provision of the Village Code of Ordinances. 

2. If the application is incomplete or not made timely. 

3. If the use of the park would require law enforcement support beyond what is available. 

4. The proposed use would create a substantial risk to persons or damage to property. 

5. The proposed use is so poorly organized that participants are likely to engage in destructive or aggressive activity. 

6. Any other reason specified by Village ordinance. 

PERMIT REVOCATION.

The Village Board may revoke a permit if the Board feels that the action is justified due to an emergency such as weather, fire, riot, or other catastrophe.  It may also revoke a permit if it feels a breach of peace is likely or the conditions on which the permit was granted have changed considerably.
